 2024 ASSIGNMENT POLICIES

  1. Assignments will be given to those officials who are members in good standings and: 
  • Who have paid their membership dues (including Late Fees, as applicable) 
  • Paid all required Assigning Fees for prior year 
  • Current with all financial obligations 
  • Have turned in proof of umpire liability insurance 
  • Have qualified or are in the process of qualifying for the current season.
  1. Games are assigned via The Arbiter (internet). Members are responsible to keep their availability current on The Arbiter System. 
  2. Assignment schedules must be accepted or declined via The Arbiter as indicated. All accepted game assignments are to be paid as indicated by the board of directors and assignor at the rate of $5.00 per accepted game. Members are responsible for all assigning fees when games are turn backed except for family emergencies. 
  3. Paying the assignor is your obligation. You are required to pay the assignor fees beginning March 18, of the current year, or two weeks after you have received your first schedule. If you fail to pay, the assignor will pull your schedule and reassign those games immediately. The assignor will not assign you any more games until you meet all of your financial obligations. 
  4. If you fail to pay the assignor by the end of the regular season you will not be eligible for playoffs and finals. If you do not meet your financial responsibilities with the unit by May 31st, you will be placed on probation for one year; this means you will not be a member in good standings. Upon receiving games while on probation you will have 72 hours to pay your assignor fees or have your games removed. You will not receive a schedule for the following season until the 1st of March. 
  5. Exchanging or giving away games by any official other than the assignor is strictly prohibited. Officials who violate this policy are subject to disciplinary action by the Board of Directors; which may include a loss of game(s), or current members in good standing.
  6. Contact the Assignor regarding all and any game changes.
  7. When a school cancels or reschedules a game and the official is not available to work the rescheduled game the assignment fee will be applied to a future current season game, “pick up,” or other accepted game(s). The assignor will work with officials on a case to case basis.
  8. REFUND REQUEST FORM: if a school cancels, as above, the official may apply for a refund $5.00) after May 1. You can obtain this form from the unit’s Secretary/Treasurer. After filling out the form, return it to the Secretary/Treasurer no later than June 1 for reimbursement.
  9. TBA or TBD on the schedule means, “To Be Announced or To Be at a later Date.” When this is on the game assignment sheet the school Athletic Director must be contacted regarding the contest.
  10. NO SHOW: in the event of a NO SHOW you must notify the Secretary/Treasurer and Assignor, and President within one business day. For further see the unit’s No Show Policy.
     
  11. An official who works a varsity game alone as a result of a NO SHOW must ask for a 1-umpire game fee from the unit Notify the Secretary/Treasurer, President and the Area Assignor within one (1) business day, which will make a notation of the same in writing. The schools are no longer allowed to issue the NO SHOW official’s check according to the CIF-SS Blue Book.
     
  12. It is strongly recommended that the officials verify their game assignments with the school Athletic Director whenever the game is scheduled at a recreation park facility.
     
  13. The presence of more officials than required at a contest due to an assigning error will mean that the official(s) not needed will receive half a game fee from the assignor. The officials whose names are on the school checks will work the game. If there are no checks and there is no resolve met, the senior umpire present will decide who umpires.
     
  14. In the event where there are more than the officials required, as above, and the error is that of an official(s) present. That official will be responsible for any financial loss to another official. To avoid any confusion, it is recommended that you carry a current copy of your assignment at all times.
     
  15. Officials are requested to notify the Assignor as soon as possible when they have to cancel a game. All canceled games must be reported to the Assignor who will then re-assign the game.
     
  16. Questions pertaining to policy clarifications or scheduling matters should be directed to the Assignor or any member of the Board of Directors.
     
  17. It is every member’s responsibility to keep their contact information including email address correct and updated on The Arbiter. Also notify the Assignor and Secretary/Treasurer of these changes. All members are required to post a picture on the Arbiter.

NO SHOW POLICY 

The ClF’s contract with officials associations stipulates that each unit is required to have a NO SHOW policy. Below is the policy of the Long Beach Unit. 

  • If an umpire knows they will not be able to make a game, they must inform the Assignor and partner by 12:00pm of game day to  avoid a “NO SHOW” FINE
  • For the first missed assignment, the umpire that was a “NO SHOW’ must pay a fine in the amount of one entire game fee and submit a letter to the board giving his/her reason for missing such game within 48 hours. 
  • If an official “NO SHOWS” on a two man game, the other official shall notify the Secretary/treasurer, and the Assignor within one Business Day. The umpire that worked by themselves will receive an extra $40.00 from the unit. 
  • The Assignor will communicate with the Secretary/Treasurer within one business day of NO SHOW to verify the notification. 
  • The Secretary/Treasurer will enforce the “Forfeiture of Game Fee” and request payment to be made by the no show umpire to the unit treasury within seven (7) days of the missed assignment. 
  • An official who works a varsity game alone as a result of a NO SHOW must ask for a 1 -umpire game fee and notify the Secretary/Treasurer and the Area Assignor within one (1) business day, which will make a notation of the same in writing. The schools are no longer allowed to issue the NO SHOW official’s check according to the CIF-SS Blue Book. 
  • For a second missed assignment the official shall lose all remaining game assignments for the current season, including all Play-Off assignments. The Secretary/Treasurer shall keep a written record of unexcused missed assignments and the status thereof. The umpire will be fine one full game and must submit a letter to the board giving his reason for missing. 
  • For the first “late show” , the umpire that was a “LATE SHOW” must pay a fine in the amount of $15.00 per inning missed game fee and submit a letter to the board giving his/her reason for missing such game within 48 hours. 
  • If an official “Late Show” on a two man game, the other official shall notify the Secretary/treasurer, and the Assignor within one Business Day. The umpire that worked by themselves will receive an extra $15.00 per inning  from the unit. 
  • The Secretary/Treasurer will enforce the “Forfeiture of $15.00 per inning Game Fee” and request payment to be made by the “late show”  umpire to the unit treasury within seven (7) days of the unexcused missed assignment. 
  • In the event the official elects to appeal the above fine and/or sanctions, a written appeal may be made to the Board of Directors within seven (7) business days of the verbal or written notification from the Secretary/Treasurer. 
  • During the appeal process, any sanctions and/or revocation of assignments shall remain in effect until the finding (sanctions upheld or reversed) is announced. The appeal finding shall be documented in writing and mailed to the official within one (1) business day of the appeal decision. 
  • The decision by the Board of Directors shall be final.
